What to do with 4M street dogs?

Millions of dogs roam the streets all across Turkey. For decades, some have viewed them as beloved fixtures of their neighbourhoods to be looked after and loved. Others see them as a public nuisance, or worse a danger to society. Now, the government is preparing a bill that could see the dogs rounded up, and euthanised if not adopted in a shelter. But the plan is causing deeper rifts in an already fiercely divided Turkish society.
